Position Title: Senior Oracle Federal Financials Application DBA
Hybrid: Two days on site and three days remote
The Senior Oracle Federal Financials Application Database Administrator (DBA) is responsible for providing advanced database, application, and mid-tier administration for Oracle Federal Financials environments, including Oracle E-Business Suite (EBS). This role supports mission-critical federal financial systems by ensuring system performance, security, availability, and compliance with federal and regulations.
The position includes hands-on support for Oracle Database (19c), Oracle WebLogic, Oracle Enterprise Manager (OEM), Linux environments, and cloud migration initiatives (AWS), while maintaining high system availability and supporting audit and compliance requirements.
Key Responsibilities:
- Provide system maintenance and daily operational support for Oracle Federal Financials environments, including database, application, and mid-tier components
- Administer and maintain Oracle Database (19c and prior versions) supporting Oracle EBS Financials
- Manage and support Oracle WebLogic Server environments for application tier operations
- Utilize Oracle Enterprise Manager (OEM 13c/3.5) for monitoring, alerting, and performance management
- Ensure system availability of 99.5% or higher in accordance with SLA requirements
- Perform installation, configuration, patching (ADOP/AutoPatch), upgrades, and cloning of Oracle environments
- Support migration of Oracle EBS environments from on-premises to AWS cloud
- Provide performance monitoring and tuning of database and application components (SQL, PL/SQL, AWR, ASH)
- Implement and manage backup and recovery strategies using RMAN and Data Guard
- Provide comprehensive system administration across production and non-production environments
- Manage vulnerability remediation, patch management, and baseline configurations
- Maintain and support automated jobs, scheduling, and system integrations
- Provide troubleshooting, incident management, and root cause analysis within defined SLAs
- Maintain secure hosting environments with current software, patches, and updates across all tiers
- Provide Linux/Unix system administration support for Oracle environments
- Support VMware configuration and optimization for Oracle workloads
- Disaster Recovery & Continuity:
- Support disaster recovery (DR) and continuity of operations (COOP) planning and execution
- Maintain systems at geographically separate alternate processing sites
- Ensure DR synchronization and readiness (Data Guard or equivalent)
- Support failover capability within 24 hours with no more than one hour of data loss
- Conduct semi-annual DR testing in compliance with federal and policies
- Security, Compliance & Audit:
- Ensure compliance with FISMA, NIST, and security policies and procedures
- Maintain systems categorized as FIPS 199 Moderate for confidentiality, integrity, and availability
- Support Certification & Accreditation (C&A) / Authorization to Operate (ATO) activities
- Review vulnerability scan results and implement remediation plans
- Support financial audits and security assessments
- Prepare and maintain documentation for audits, A&A, and system reviews
- Implement configuration management in accordance with FSD SOPs
Required Qualifications:
- Bachelor’s degree in Computer Science, Information Systems, or related field
- 10+ years of Oracle DBA experience, including 5+ years supporting Oracle Federal Financials or Oracle EBS Financials
- Strong experience with Oracle Database 19c (and 11g/12c)
- Expertise in Oracle EBS R12.x architecture and Application DBA functions
- Hands-on experience with Oracle WebLogic Server administration
- Experience with Oracle Enterprise Manager (OEM 13c/3.5)
- Strong experience with RMAN, Data Guard, backup and recovery strategies
- Proficiency in SQL and PL/SQL performance tuning
- Experience with Linux/Unix system administration
- Experience with patching, cloning, and environment refresh processes
- Knowledge of federal financial systems and compliance requirements
Preferred Qualifications:
- Experience with Oracle Cloud ERP (OCI) or cloud migrations (AWS preferred)
- Knowledge of federal reporting tools such as GTAS and DATA Act reporting
- Familiarity with DevOps and automation tools (Ansible, Terraform, Jenkins)
- Experience with Agile or hybrid delivery methodologies
- Oracle certifications (e.g., Oracle Certified Professional - DBA)
- Experience with performance monitoring tools (OEM, AWR, ASH reports)
Work Environment:
- Hybrid work model (2 days onsite, 3 days remote)
- May require occasional onsite support during releases or critical financial reporting periods
