Position Title: Senior Application Developer – Oracle Federal Financials
Hybrid: Two days on site and three days remote
The Senior Application Developer – Oracle Federal Financials is responsible for the design, development, customization, maintenance, and operational support of Oracle-based financial systems within a federal environment. This role supports ’s Oracle Federal Financials ecosystem and associated systems (including JAAMS), ensuring compliance with federal financial regulations and supporting mission-critical financial operations.
Working under the direction of the FSD Director and team leads, the developer will provide both development and daily operational support, including implementation and maintenance of RICEW components, system enhancements, and production support.
Key Responsibilities
- Under the direction of the FSD Director and team leads, provide system maintenance and daily operational support for ’s Oracle Federal Financials environments
- Design, develop, implement, and maintain Reports, Interfaces, Conversions, Extensions, and Workflows (RICEW) components
- Collaborate with internal teams on analysis, design, development, and testing for new development and enhancements
- Develop and support PL/SQL packages, procedures, triggers, and complex SQL queries
- Build and maintain integrations and interfaces using web services and Oracle-based technologies
- Customize and support Oracle Forms, Reports, BI Publisher, and Oracle APEX applications
- Provide user support, help desk services, and user account management
- Perform problem identification, response, and resolution including root cause analysis and corrective action validation
- Support security incident management, including remediation and compliance with federal security requirements
- Perform full lifecycle activities including analysis, development, troubleshooting, maintenance, bug fixes, enhancements, testing, documentation, upgrades, scripting, and code retirement
- Provide ongoing operational and technical support for the JAAMS system
- Support phased implementation of solutions and system enhancements
- Ensure all technical and process documentation is current, complete, and maintained; assist in documenting undocumented processes
- Adhere to established FSD coding standards and implement new standards as directed by team leadership
- Participate in code reviews and enforce development best practices
- Support system upgrades, patches, and cloud migration initiatives (e.g., AWS or Oracle Cloud)
- Mentor junior developers and provide technical leadership
Required Qualifications
- Bachelor’s degree in Computer Science, Information Technology, or related field (or equivalent experience)
- 8+ years of experience in application development with at least 5+ years in Oracle Financials
- Strong experience with Oracle Federal Financials (EBS R12 and/or Oracle Cloud for Government)
- Advanced proficiency in PL/SQL, SQL, and Oracle database development
- Experience developing and supporting RICEW components
- Experience with Oracle development tools (Forms, Reports, BI Publisher, APEX)
- Experience with Oracle integration technologies (APIs, Web Services, Oracle Integration Cloud)
- Strong understanding of federal financial processes and compliance standards (USSGL, GTAS, DATA Act)
- Experience providing production support and working in operational environments
- Experience with Agile or hybrid delivery methodologies
- Familiarity with version control systems (e.g., Git) and DevOps practices
- Strong troubleshooting and performance tuning skills
Preferred Qualifications
- Experience with Oracle Cloud ERP for Government
- Experience supporting AWS-hosted Oracle environments
- Knowledge of federal agencies’ financial systems (e.g., , FSA, CMS)
- Familiarity with security and compliance frameworks (e.g., FISMA, FedRAMP)
- Oracle certifications (e.g., Oracle Financials, Oracle Cloud)
Work Environment
- Hybrid work model (2 days onsite at client location)
- May require occasional additional onsite presence based on project phases (e.g., testing, go-live, or workshops)
